Scott Campbell

Scott Campbell is the Owner and Principal of Innovative Conservation Solutions. Scott was the 2014-2015 Lincoln Loeb Fellow at Harvard University’s Graduate School of Design and a joint fellow at the Lincoln Institute of Land Policy. Prior to his fellowship, he directed one of the country’s largest land trusts, the Palmer Land Conservancy, which under his leadership protected 50,000 acres of important natural, agricultural, and recreational lands—contributing to a 100,000-acre conservation portfolio.

 

Before his time at Palmer, Scott served in the Colorado Office of Economic Development under Governors Owens and Ritter. Scott is the recipient of Colorado College’s Livesay Award for Social Change, the American Society of Landscape Architects’ Jane Silverstein Ries Award (organizational award), and the Robert V. Menary Award for Excellence in Environmental Issues (organizational award). He enjoys complex, creative projects that don’t have a road map for how to get from point A to point B.

Denise Dethlefsen is ICS’s finance and administration director.  Denise has more than 20 years’ experience as an administrator and accountant in the environmental consulting and land trust fields. She worked for ENPLAN, an environmental consulting firm, in Redding, California, from 1996 to 2011, and for Palmer Land Conservancy in Colorado Springs from 2011 to 2016. She grew up in Montana, and lived in Oregon and California before moving to Colorado. Denise is also an award-winning photographer who often looks for opportunities to take her camera into the field for images of the natural beauty found in Colorado. Jonathan Bartsch

Jonathan Bartsch, is the Principal at CDR Associates. With 25 years of experience as a facilitator and mediator in politically and technically complex public policy issues, Jonathan’s work focuses on building consensus around multi-agency land use, climate change, and water resources efforts. He is known for his ability to strategically evaluate challenges and facilitate the development of practical recommendations and decisions. Jonathan is particularly effective in contexts where there are legal and technical challenges, significant policy and environmental implications, and strong emotions. Off the clock, Jonathan relaxes by playing the cello and by running the numerous paths surrounding his mountain home.

When state and federal agencies look for a reliable resource to gather and disseminate information, and to keep the lines of communication open, Jonathan invariably is at the top of the list. Thriving on complex, high-stakes negotiations, he has repeatedly demonstrated the ability to bring the public and agencies together to solve problems and make solid decisions. Emily Zmak

Emily Zmak leads CDR Associates’ water practice and spearheads engagement on complex water resource projects. Her expertise includes stakeholder engagement and conflict resolution; education and outreach on water resources issues; and collaborative water policy development. Her portfolio connects water users to water decision-making, and works to build local resilience to the impacts of climate change and growth. In addition to diverse and exciting projects across the United States, Emily has worked as a community engagement specialist in Malawi; as a team-lead in responding to refugee landings in Lesvos, Greece; and as a researcher on water quality, use, and conservation issues for a US-based mining company. She researched transboundary water conflicts in Kyrgyzstan while on a Fulbright grant. Emily holds an MA in Conflict Resolution from the University of Denver.

Emily’s ICS Work

Emily and her associates at CDR have collaborated on multiple ICS projects. Emily spearheads community engagement and outreach efforts for the City of Thornton’s Northern Properties  Stewardship Plan effort, where ICS is leading a U.S. Bureau of Reclamation water market feasibility study. She also organized and led outreach for Colorado State University’s Spur water institute initiative. See:

Andrew Boyd

Andrew Boyd is a Landscape Planner focusing on the integration of habitat and hydrology within coupled human and natural systems. Andrew’s practice in urban systems focuses on watershed restoration in several landmark projects throughout North America. Notable work includes design with Michael Van Valkenburgh Associates on the Don Mouth Naturalization and Port Lands Flood Protection Plan in Toronto, Ontario. Andrew is currently affiliated with SCAPE Landscape Architecture in New York City.

Andrew’s ICS work is advancing a systems approach to help Colorado organizations and their partners in agriculture protect production economies while supporting multi-benefit projects that address supply shortages induced by rapid urban growth, climate change, and mandatory curtailments under interstate compacts. The approach uses spatial analytics, scenario planning frameworks, and decision-support technologies to initiate field-level actions that generate adaptive and restorative watershed-scale impacts. These frameworks and technologies enable organizations to identify, prioritize, and launch projects that improve agricultural-economic outputs on fewer irrigated acres while strategically repurposing some lands back into interconnected natural habitats—improving river and wetland conditions, building soil carbon, and enhancing ecosystem function. Jeff Kahn

Jeff Kahn, a water attorney and Partner at Lyons Gaddis Attorneys & Counselors, has dedicated his professional career to helping clients solve water-related problems. Jeff has been practicing water law in Colorado for over 35 years. He has assisted municipality special districts, water conservancy districts, irrigation companies, landowners, and developers. His experience includes working for the State of Colorado in drafting and assisting in the promulgation of the nontributary groundwater rules. His trial and appellate work at Lyons Gaddis includes numerous signature cases.

Jeff’s ICS Work

As part of a multidisciplinary ICS team, Jeff is advancing a systems approach to help protect western production agriculture economies while supporting multi-benefit projects that address supply shortages induced by rapid urban growth, climate change, and mandatory curtailments under interstate compacts. Jeff works with ICS on projects with individual producers, ag organizations, cities, and NGOs. See:
